Bypass

One thing that came up in the scenario is a bypass.  This is absolutely essential for Listowel.  The truck traffic is killing the downtown.   Another enhancement would be to create a normal intersection at Main and Wallace. There may not be room for a roundabout, but at the very least line up Wallace N and Wallace S.

I would eliminate parking on Main Street all together between Livingston and Davidson Ave. And run two lanes of traffic both ways to move traffic along quicker I believe there is ample parking within a block of Main Street .people who want to stop will.
