A Community Improvement Plan (CIP) is coming to the Municipality of North Perth!

To assist in guiding future community improvement activities, supporting economic growth, and providing lifelong vitality, the Municipality of North Perth is researching and developing a CIP. The aim of the CIP is to allow the Municipality to contribute financially to private landowners, to help motivate, facilitate, and support reinvestment, restoration, and redevelopment projects. The creation of the CIP will support the creation of new affordable/attainable housing units across North Perth. In addition, the CIP is also an opportunity to engage the community in a collaborative approach to improving the Municipality’s social, cultural, and economic standing. If approved by Council and in place, the Municipality may provide financial incentives, in the form of grants, loans, rebates, and tax assistance, to eligible landowners and tenants to help with physical improvements to private property. The project will also include additional insight into the implementation, marketing, and monitoring strategies to better assist the Municipality with the implementation of the CIP.

    TAKE NOTICE that the Municipality of North Perth will be holding a Statutory Public Meeting under Section 28 of the Planning Act, to consider the final draft of the North Perth Attainable Housing Community Improvement Plan. The meeting will be held in a hybrid format, allowing participants to comment on the CIP either in-person or virtually.

    Purpose of the Community Improvement Plan (CIP)

    The Municipality of North Perth and its Consultant have prepared a CIP. The aim of this Plan is to allow the Municipality to contribute financially to private landowners, to help motivate, facilitate, and support reinvestment, restoration, and redevelopment projects. The creation of the CIP will support the creation of new affordable/attainable housing units across North Perth. If approved by Council and in place, the CIP will enable the Municipality to provide financial incentives, in the form of grants, loans, rebates and tax assistance, to eligible landowners and tenants to help with physical improvements to private property.

    Public Participation

    The public meeting is an opportunity for members of the public to learn more about and provide comments on the Draft CIP. All interested parties are invited to attend the public meeting in-person at:

    Registration is required to participate in the meeting remotely and is politely requested for in-person participation. To register, email clerks@northperth.ca using the subject line “CIP Public Meeting Speaker Request” prior to 12:00 p.m. on the day of the meeting.

    If it is past registration cutoff time, you may still attend the meeting in person to provide comments. Another way to participate is by submitting a written statement to jmclean@northperth.ca by noon on the Wednesday before the meeting. Written comments received prior to the meeting are provided to Council for consideration.

    Where applicants, agents and members of the public are not able to utilize virtual conferencing, existing participation measures outlined in the Planning Act will continue to be available, these include telephone communication with planning staff and written correspondence, via e-mail, fax or letter, to express comments related to the draft Community Improvement Plan before Council, as outlined above.

    Please note that formal comments and opinions submitted on these matters, including originator’s name and address, become part of the public record, and may be viewed by the general public or published in a Planning Report, Council Agenda, or Council Minutes.

    Please join us in-person on Wednesday, January 24th, 2024, from 5 pm to 7 pm in the North Perth Council Chambers (330 Wallace Ave N, Listowel ON N4W 1L3) for an opportunity to discuss affordable and attainable housing in North Perth. This is a drop-in session and the information provided will also be available on Your Say North Perth on January 24th with an option to comment.

    The intent of this workshop is for the project team to gather feedback from the public on the perception of current housing situations; determine the needs of the public and the tools the Municipality can use to build or support affordable and attainable housing; and assess the opportunities for the Municipality to provide more affordable and attainable housing options.

    Your input is a valuable part of the creation of the CIP. Your responses will be used to inform future developments and will guide recommendations and next steps, specifically surrounding the provision of affordable and attainable housing through various tools, incentives, and funding opportunities, as we move forward with the study.

    What is the process?

    The CIP will be prepared through a Four-Stage Work Program. There will be opportunities for public and stakeholder involvement in various stages throughout the process. In addition, a project communications update will also occur at the end of each stage to keep the public informed of project ongoings.

    How can I get involved?

    There are a number of engagement sessions being held throughout the project such as stakeholder workshops in Phase 2 and a statutory public meeting in Phase 4. Stay tuned for dates to provide your input, thoughts, feedback, and suggestions throughout the duration of this project!
